Before you apply

Are you eligible for a London PCO Licence?

TfL sets five requirements before your application can be accepted. Check them here first — it takes a minute and saves weeks of avoidable delay.

Age

21 or over

You must be at least 21 on the day you apply. There is no upper age limit, provided you meet the medical standards.

Driving licence

Held 3+ years

A full DVLA, Northern Ireland or EEA licence held for at least three years. International holders may need to exchange theirs first.

Right to work

UK eligible

You need the legal right to live and work in the UK. We verify your passport or share code as part of the application package.

Background check

Enhanced DBS

TfL requires you to be of “good character”. We guide you through the Enhanced DBS check and Update Service registration.

Medical

DVLA Group 2

The same standard as HGV drivers, certified by a GP on form TPH204. We arrange and check this before submission.

Get your medical

Download the TPH204 form, complete your GP medical against DVLA Group 2 standards, and make sure eyesight details are recorded correctly.

Tax check & DVLA code

Generate your DVLA check code and complete the HMRC tax check where it applies to your licence pathway.

Enhanced DBS

Complete your enhanced DBS check and register for the Update Service within the required window to avoid processing delays.

Sit your assessments

Three separate assessments, all on the same day at the same TfL centre. You need 60% to pass each, and you must pass all three.

  • SERU · based on the Private Hire Drivers Handbook
  • Speaking & Listening · 15 minutes, by video call

Each assessment costs £40 for your first attempt and £30 per resit. You get 3 attempts at each — fail all three and you must restart your licence application.

Licence issued

Once your checks and results clear, TfL issues your Private Hire licence and badge, delivered to you by post.

We stay on hand if TfL asks for anything further

One clarification: all three official assessments are booked and sat at a TfL centre on a single day, each with a 60% pass mark. We provide preparation and realistic mock environments — not the official test sitting itself.
