Getting Started

A PCO (Public Carriage Office) licence, now formally known as a TfL Private Hire Driver Licence, is required by anyone who wants to work as a private hire driver in London — for platforms such as Uber, Bolt, Addison Lee, and FreeNow. Without it, driving for these platforms is illegal.

From submitting your first documents to receiving your badge, the process typically takes 8–12 weeks. The DBS check takes around 3 working days online. TfL reviews your initial application within 2–4 weeks, and assessments can be booked once TfL approves your documents.

You must: be at least 21 years old, have held a full UK/EU driving licence for at least 3 years, have the legal right to work in the UK, and be of good character (no serious criminal convictions). You also need to pass a medical examination and all three TfL assessments.

Official TfL & government fees (approx. £689–£734): TfL licence fee £343, Enhanced DBS £64.92, DBS Update Service £16/yr, GP Medical £150–£180, and three TfL assessments at £40 each (£120 total).

Documents & DBS Check

You will need: a valid UK/EU passport or right-to-work document, a UK/EU driving licence held for 3+ years, proof of address (last 3 months), a completed TPH204 medical form, an enhanced DBS certificate with Update Service registration, a digital passport-size photo, your National Insurance number, and 5 years of address history.

Yes, TfL mandates that all PCO applicants register their enhanced DBS certificate with the DBS Update Service within 30 days of receiving the certificate. The annual subscription costs £16 and allows TfL to check your DBS status in real time.

It depends on the nature of the offence. Minor, spent convictions do not automatically disqualify you. TfL assesses each case individually. TfL Assessments

There are three TfL assessments, each costing £40 for your first attempt (£120 total). Resits are £30 each.

1. Topographical Skills Assessment — tests your knowledge of London geography using maps.
2. SERU Assessment (Safety, Equality and Regulatory Understanding) — tests your knowledge of passenger safety and equalities law.
3. English Language Speaking & Listening — a spoken English proficiency test.

You are permitted 3 attempts per test (raised from two in TfL’s driver policy v5.0, 20 March 2026). If you fail all three attempts you must restart your licence application.

The Topographical Skills Assessment is a computer-based exam using onscreen digital maps and picture-based questions (no physical A-Z Master Atlas book is needed). The assessment is scored out of 100 marks: 66 marks for 3 route planning questions and 34 marks for picture-based multiple-choice & compass questions. Pass mark is 60% or above.

SERU (Safety, Equality and Regulatory Understanding) is a TfL assessment covering passenger safeguarding, disability awareness, equalities law, and professional conduct. Our SERU training course gives you all the materials and practice tests you need to pass with confidence.

No. If you hold a valid active bus or lorry (HGV/LGV) driving licence, you are exempt from the TPH204 medical examination as you have already passed a higher medical standard. You will still need all other documents.

After You Get Your Licence

With a valid TfL Private Hire Driver Licence, you can drive for Uber, Bolt, Addison Lee, FreeNow, and many other private hire operators. You will also need a licensed vehicle and the operator’s own background check process.

A TfL Private Hire Driver Licence is valid for 3 years. Before it expires, you will need to renew it through TfL’s portal. Renewal requires an up-to-date DBS check, a new medical if required, and payment of the renewal fee.

If the name on your passport does not perfectly match your driving licence or other documents, you must provide a Change of Name Deed (Deed Poll). This is strictly mandatory — TfL will reject the application without it.

Yes, you can apply with either a UK or EU driving licence, provided you have held it for at least 3 years and have the legal right to work in the UK. You will also need to provide a valid passport or share-code right to work document.
