Medical examination

You must be medically fit which means meeting the DVLA Group 2 standards. In most cases, this will mean that you will have to undergo a medical examination with someone who has access to your full medical history.

Topographical Test

You will need to undertake a topographical skills assessment from an accredited assessment centre. TfL will contact you to book the test once you submit your application to TFL

SERU TEST

From 1 October 2021 the SERU requirement will apply to all existing PHV driver licensees and PHV driver applicants. To satisfy this requirement, all PHV driver applicants and existing drivers who apply for a licence from 1 October 2021 will be required to pass the SERU assessment. The assessment includes questions on all three areas:

•Safety
•Equality
•Regulatory understanding

The assessment will be conducted at TFL's offices. TfL will contact the applicants and book for the assessment. TFL may issue a licence before the seru assessment. However, applicants need to pass the test in order to hold the licence.

English Language requirement

From 1st of October, the outcome of the Safety, Equality and Regulatory Understanding (SERU) assessment will be used to determine an applicant's ability to read and write in English to an appropriate level and a new speaking and listening assessment will be conducted at TFL's offices.

Please note, if you have penalty points on your driving license, criminal convictions/cautions or have any court case(s) pending this “may” affect your fitness or repute and subsequently mean TfL will not grant your PCO Licence.
